A Housing Quality Standards (HQS) Inspection is a critical process used to ensure that rental properties meet the minimum standards set by the U.S. Department of Housing and Urban Development (HUD). Conducted by a Certified HQS Inspector, this inspection ensures that housing units receiving federal rental assistance—such as through the Housing Choice Voucher (Section 8) program—are safe, livable, and in compliance with federal guidelines.
These inspections are not just a checklist—they’re a safeguard for families and a requirement for property owners who participate in federally subsidized housing programs.
🔍 What an HQS Inspection Covers
A certified HQS inspector evaluates the unit based on 13 performance areas defined by HUD, including:
Sanitary facilities (e.g., working toilets, tubs, and sinks)
Food preparation and refuse disposal
Space and security (number of sleeping rooms, door locks)
Thermal environment (heating and cooling)
Illumination and electricity (safe outlets, proper lighting)
Structure and materials (no significant deterioration)
Lead-based paint (for older homes)
Smoke detectors and carbon monoxide alarms
Water supply and plumbing
Access and egress (safe exits)
The inspector checks for any deficiencies that would prevent the unit from passing inspection and provides a report detailing what must be corrected before the unit is approved.
